The law requires all covered institutions to:
- Adopt and publicize clear internal policies on when and how personal data can be accessed, and when federal immigration authorities must be denied access (unless they present a judge-signed warrant).
- Designate staff to handle ICE requests, document all ICE contact, and notify affected individuals or families if lawful access is sought.
- Expand protections first established under SB21-131 (2021) from state agencies to now include local public institutions such as cities, counties, school districts, early childhood centers, community colleges, public health clinics, and libraries.
