WHAT DOES THE 3A VOTE MEAN FOR ROWLEY? 

This is a zoning overlay - not a mandate to build. The town meeting vote does not approve any specific development or number of units to be constructed. 

Smart Growth and Town Control - Any development still requires local permitting and approvals, including checks to water capacity, public safety and environmental impacts. 

Developers, not the town, pay for infrastructure - If a project can’t meet public health, safety and environmental standards, it won’t be approved. 

YES VOTE 

Rowley keeps control of where and how zoning happens 

Avoid legal fees & benefit from planned growth in targeted areas 

Rowley retains access to millions of dollars in additional  state funding to address town issues 

NO VOTE 

The State may impose zoning without local input 

Rowley faces legal action if we don’t comply by July 14, 2025 

Rowley risks becoming ineligible for most state discretionary funding, jeopardizing millions in support for vital town projects and programs.
