In 2025, ICE paid BI Incorporated over $171.5 million for their electronic monitoring or “e-carceration” tools. That includes a secretive $1.6 million contract for a bounty hunter-like service called “skip tracing”, where BI Incorporated tracks the locations of immigrants in their communities for ICE ERO. They are currently owned by GEO which is a private prison company that runs the Aurora Concentration Camp for detainees.

The Guardian - ICE is using smartwatches to track pregnant women, even during labor: ‘She was so afraid they would take her baby’. Pregnant immigrants in ICE monitoring programs are avoiding care, fearing detention during labor and delivery.
