Chief Diamond completed twenty two years of service with the Tulsa Police Department. Upon completing his police service, he served for sixteen years as the Director of Training and Technical Assistance for the Police Executive Research Forum. In 2001, he co-authored the research-based book Racially Biased Policing: A Principled Response.
